Who We Are


Federal STEM Experts Corps teams up with Generations United - to kick start a new  intergenerational initiative to match hundreds of federal scientists and engineers with  local schools and afterschool programs in the D.C.metro area

      Getting Started         

The Federal STEM Experts Corps is a new initiative supported by Generations United, a 501(c)3 non-profit with a long history of working with the federal government to promote intergenerational initiatives 

Generations United is the catalyst that brings single-age focused groups together to build and support a common agenda while providing a unique voice in public debate. For more information about Generations United please go to http://www.gu.org

We believe that this initiative will be a highly successful and growing partnership given the increasing numbers of scientists and engineers who are Baby Boomers and on the verge of retirement in the next few years in the D.C. metro area.

10,000 Baby Boomers Retire Every Day; Time to start Encore Careers
Every day since 2010 approximately 10,000 Baby Boomers retire and more will cross that threshold every day for the next 15 years.  The aging of this huge cohort of Americans (26% of the total U.S. population are Baby Boomers) will dramatically change the composition of the country. For Boomers the key question will how to define a meaningful life during the 20 years after they retire from work. Our Founding Partners - Tom Carroll, Monica Healy and Kevin Sullivan - bring years of experience developing education policy, advancing technology and promoting national service

Tom Carroll is one of the three founding partners of the Federal STEM Expert Corps and the driving force behind the success of the NCTAF's innovative Learning Studio Initiative. Tom worked for many years for former U.S.Secretary of Education Richard Riley at the U.S. Dept of Education in variety of leadership roles including  where he created the Technology Innovation Challenge Grants, and the Preparing Tomorrow’s Teachers with Technology grants programs. He also served as the U.S. Secretary of Education’s liaison to the Corporation for National and Community Service during the creation of the AmeriCorps Program, and served as the first Director of Program Evaluation during the creation of the E-Rate program at the Schools and Libraries Corporation.

Monica Healy is currently the President of Healy Strategies, a government affairs consulting firm that advocates and helps to  promote the agenda for non-profits that specialize in education and health care issues. Organizations that Monica has worked with include the National Commission on Teaching and America's Future (NCTAF) the  environmental education No Child Left Inside Coalition (NCLI) and the University of Maryland Medical System.

On Capitol Hill Monica served as Senior Legislative Director to U.S. Senator Mac Mathias (R-MD) and later served as Staff Director for the Senate Democratic Policy Committee under Senate Majority Leader George Mitchell (D-Maine) and Senator Tom Daschle (D-SD). Monica may be best known for her work as the LA for Senator Mathias in securing Senate support  for legislation to create  the Vietnam Memorial. In between these two stints Monica ran the State of Maryland Washington D.C. office for Governor William Schaefer.

Monica joined the Clinton Administration as the Dept. of Labor liaison to the White House  and Congress on health care issues and later served as Deputy Executive Director of the Pension Benefit Guaranty Corporation. Immediately after her career in government, Monica became the first Vice President of Government Relations for Teach for America.  

Kevin Sullivan has over two decades of experience on Capitol Hill and the Executive branch. Kevin started his government service working for the leadership of VISTA and the Peace Corps and served for eight years as a Senior Adviser and speechwriter to the U.S. Secretary of Education Richard Riley in the Clinton Administration. Along the way Kevin  worked for 3 House Members and two Senators including the Senate Majority Leader and staffed out three national presidential campaigns, 

Kevin may be best known for writing Cong. Barbara Jordan's speech at the 1976 Democratic Convention and for developing the strategy that allowed Secretary Riley and President Clinton to create a new national consensus on school prayer and religion in public schools.    ..
